Toolstia / Image to PDF converter

Convert images to a PDF

Combine one or more photos or scans into a single PDF. Choose the page size, put the pages in order, and download. Your images stay on your device.

Drop images here, or click to choose

JPG, PNG or WebP. Up to 50 images, one per page. Nothing is uploaded.

How it works

  1. Drop your images.
  2. Choose A4, Letter or the image size, and put the pages in order with Up and Down.
  3. Select Create PDF to download it.

Page size and margins

A4 and US Letter pages fit each image inside the margin without stretching it. "Same size as the image" makes every page match its picture, which is best for scans and screenshots.

Page order

Pages follow the list from top to bottom. Use Up and Down to change the order before you create the PDF.

Image quality

JPG and PNG images are embedded as they are, so quality is not reduced. WebP and other formats are converted to PNG first, which can make the PDF larger.

Privacy

The PDF is built in your browser. Your images are never uploaded, so this is safe to use with ID scans and private documents.

Questions

Are my images uploaded?

No. Everything runs in your browser tab.

How many images can I add?

Up to 50. Very large images use more memory, so a long list of high-resolution photos can be slow on a phone.

Can I make the PDF smaller?

Compress the images first with the image compressor, then create the PDF.

Does it work with HEIC photos?

Only if your browser can open them. Safari can; most others cannot. Convert them to JPG first if needed.
